Youngsters in need of special education would have an easier time receiving services in regular nursery schools under a proposed state law.
The legislation, sponsored by state Sen. Thomas Libous, R-Binghamton, is supported by local advocates of mainstreaming all children with disabilities into regular classes, but is opposed by some special-education providers.
Currently, 3- and 4-year-olds who need more than one special service, such as speech therapy and physical therapy, often are placed in segregated special-education programs. Those who need only one service, however, are eligible to receive that service while …
